ci: move workflow actions off the deprecated Node.js 20 runtime GitHub is deprecating the Node 20 actions runtime. Bump every action that runs on (or internally invokes) Node 20 to a Node 24 release: - actions/checkout v4 -> v5 - actions/deploy-pages v4 -> v5 - actions/upload-pages-artifact v3 -> v5 (now pulls upload-artifact v7) threeal/cmake-action has no Node 24 release yet (only an unreleased main; upstream issue threeal/cmake-action#883), so replace its three uses with the equivalent raw cmake invocations already used by the combos/mbedtls jobs, dropping the dependency entirely. Left unchanged (not on Node 20): github/codeql-action@v4 (already node24), codecov/codecov-action@v5.1.2 and ConorMacBride/install-package@v1 (both pure-shell composite actions with no Node sub-actions). LibJWT supports JWE (RFC 7516) in both the Compact Serialization and the JSON Serialization (the Flattened form and the General form with one or more recipients). A JWE uses two algorithms: a key management algorithm (alg) and a content encryption algorithm (enc).

With the JSON serializations the plaintext is encrypted once with a single CEK; each recipient wraps that CEK independently, so any recipient's key can decrypt the token. They also carry an optional shared unprotected header, per-recipient headers, and an application AAD member.

ECDH-ESsupports both Direct Key Agreement and the+A*KWkey wrapping modes, on the EC curves P-256/384/521 and the OKP curves X25519/X448, with optionalapu/apvPartyInfo.RSA1_5andzip(compression) are intentionally not supported. Each backend implements JWE natively. GnuTLS/Nettle cannot perform RSA-OAEP with SHA-1, so the GnuTLS backend does not support plainRSA-OAEP(RSA-OAEP-256is native).
